The statements seem to consistently say he's at least Dragon, and most seem to say Dragon is the correct rating.
I'd say that if Option B is used there should be a note saying he's stated to be at least Dragon. That way we get to keep the Dragon statements and avoid jumping to a rating that isn't canonically confirmed.

Edit: I reread your first comment and noticed that you didn't explicitly vote for option B... In fact, it seems you're more in favor of voting for option A... What exactly is your stance?

I'm okay with either, but note that if Option B is used that note should be included. If so that might be better, and it works as a compromise.

Is the note necessary? We don't add it to characters like Sage Centipede who's clearly stronger than Dragon levels yet unknown in level.
