If you're talking about countable finite, then as much as I hate to say it, and as much as I think it's false, Amitabha (Touhou Project). High 3-A. Idk. Likely MM.EXE. 2-A, very difficult.
YHVH is probably the strongest High 2-A, which sucks because I don't like YHVH (I'm being weaned onto SMT in general)

Well, killing YHVH was a group effort on all three accounts so no single entity killed him.
I always considered YHVH, Zeed and DigiGod to be the top 3 High 2-A characters personally.

There are many matches that involved medaka vs GER in this wiki and it always ended up with inconclusive for both sides.
