To be brutal here, i hate trying to enforce verse to being too hyperspecific to get abilities, like, when a verse is not hyperspecific it do not get abilities, but when a verse being hyperspecific, people start claiming that the verse are aware of powerscaling term and then deny the verse altogether, so we got nothing at all

Fr, the only 2 people who will stay on the Low 1-C list are Gao Chuan (who has High 1-A hax) and Joker (who is IIRC 3-8 layers into 1-A in terms of hax)

Also, the Wizard just got buffed, so his Divine Paradox key now has HGR, HGR negation, negation of a few immortalities (including type 9), and the stuff mentioned above like Type 1 CM.

So he should at least get the #13 spot (especially as the Looney Tunes people are no longer Low 1-C)
