Confusion isn't Mind Manipulation though, it can cause confusion. But I argue that it is the result of being disoriented by being thrown around by the telekinesis. It's not even really a thing in the games, either. The reason Zygarde's Thousand Arrows works on flying types despite being a Ground attack is essentially just because it can actually reach high into the air despite its type.
