Destructive Capacity •Goku and Beerus clash could destroy the Universe. This has been placed at Multi-Galaxy for Goku, as it "took the combined power of the two in order to do so".
Goku and Beerus hit each other with the power to destroy the Universe, meaning wach time one hit the other, it had Universal attack potency.
Beerus casually nullifies a ki nuke that would destroy Universe 7 (but not its alternate timelines). He later remarks that a SSJG Gokus Kamehameha would not be as easy to nullify.
They clash again, and as a result, create another blast sphere of destruction, but this time stronger. What does Goku do to it in base form?
One shots it with his fists.
How big is U7?
It consists of the Living Universe, Heaven, Hell and The Kaioshin Realm. In the anime, Videl stated that Heaven was comparable to the Living Universe in size. Hell is comparable to that. And finally, the Kaioshin Realm.
SSJG Goku, based on all the above scans, can destroy all this, making his SSJG form Universal+ to Multi-Universal. He absorbs that into base, essentially making his base form at that level.
And in episode 46 of Super, it was proven that Vegeta could fight on par with him, so there's that.
That would also be an upgrade to characters such as Cabba, who fought on par with Base Vegeta. So coincidentally, Cabba would be Universe Level in base, not Solar System Level.
