Also, he should be around the same age as Patrick, who apparently is old enough to go to community college. (Confirmed in the episode "The Bully" where Patrick said Flats was his old community college friend.) and according to his drivers license, he was born on July 14, 1986.

Should we really go by real time in determining his age? Fictional settings like this tend to ignore time lapses.
