Ruby Rose, not because I think is she is genuinely better or stronger than Shisui but more so that Shisui is completely featless and the stuff we can guess about doesn't really give him the edge here

Umm.... Well, I mean, we can scale him to alive itachi, who was able to fight against KCM Naruto, who should be far faster than base, who... Well... Idk. Shisui, because I would think that, if Ruby is 2x faster than Naruto in base (as discussed in another thread), Shisui should be 10x Superior to base Naruto from Kakuzu's fight, based off of how the Kyubi chakra mode should be at least as strong as the fox cloak from the valley of the End, which made Naruto roughly equal to a CM2 Sasuke, which is a 10x multiplier. Whereas I don't know how much faster her semblance makes her. Idk, especially since I have to gauge using that method above, but... Shisui...?

edo is inferior to alive with the exeption of madara, who was stated to have been personaly enhanced, and is a lone case
shisui definitly has speed here, as shunshin makes peapole accelerate at a much higher rate that they can do in base or what rubys semblance has shown, but he can only move in a specific tragectory
