Speed Equalization in Versus Threads... question..

So, in verus threads when speed is equal i know that means Combat, and travel speed are equal.. but..

Does this also mean Statisitcal Amplification's for speed boosting are/is unusable, or Statistical Reductions on the opponents speed to reduce it. is unusable?

Does this also mean Reactions are equal?

Does this also mean Process of thought between both characters are equal?

Does this also mean Activation Time, or Activation Speeds for abilities are equal as well?
 
Speed amps and reductions are usable.

Reactions get equalized but I'm not sure if reaction speed gets equalized with other speeds or not.

Process of thought I've usually seen equalized as kind of depending on intelligence, but if no character has "can think super fast" feats they'd usually have number of thoughts per second equalized.

Activation time and activation speeds are usually equalized for the same actions. i.e. thought-based abilities are equalized to be the same speed, and are equalized to be faster than ones that require verbal activation, and those are equalized to be faster than ones that require physical movement, etc.
