A character can move within a fifth-dimensional realm that has been shown to be timeless.
However, only the character’s soul can exist and move there, and this soul is used for all actions, including attacks, range, and abilities.
Does this feat only grant higher range, or does it also qualify as immeasurable attack speed?

What if the timeless is just a metaphor?
Because the realm encompass everything that the character can freely move everywhere and everywhen.

No, even if it is "immeasurable speed" somehow, you have it via the speciality of the environment which isn't character inherrent ability. It is like trying to give character A ability X, due to the environment character A is living in have X manipulation
