Rainbow Dash is Large Star level with her Element and Sonic is only Planet level, just have them be their base forms. And Equalize speed, Dash is Relativistic, Sonic is only Massively Hypersonic+.

Also the fact that none of this Tier 4 stuff is applied to regular RD. That would be ludicrous. It's from power ups like the Elements and Rainbow Power, which are things scaled from the Alicorns.
