If I’m not mistaken, the scaling is:

2.106 KiloFoe < Cell Saga SSJ2 Gohan < Buu Saga SSJ2 Goku = Majin Vegeta < Fat Buu < Buu Saga SSJ3 Goku = Kid Buu = BoG/RoF SSJ1 Goku

And I believe we don’t use any hard multipliers for SSJ2 or SSJ3, so they’re just unquantifiably stronger
