The reason why I made this thread is because in this scene, The Fallen considers Optimus as a threat. Sure, he did pin down Optimus when retrieving the Matrix but that was because he was crippled after being revived.
If this change really is accepted, then I'd suggest this below for Optimus:
Tier: 8-A, possibly Low 7-C, higher with Stealth Force, far higher with Flight Tech | At least Low 7-C
