Sorry, I'm confused. So, if two one-ton sticks of TNT detonated at the same time and place, the AP would still be one ton of TNT?

Yes.

Let's say I can destroy a planet with a ki blast, then I fire two ki blasts from each of my hand and they both hit the same spot at the same time. The AP wouldn't be doubled just because the two blasts went off at the same time.

Unless stated the energy of each is combined to create one blast then it wouldn't increase.
 
Given we see them spread and separately explode I don't think it's possible.
