Right now I am waiting for Dark and Mandrakk to reply. Also they would scale to every other KoF character here as they are capable fighters and can keep up with the other characters as well. So don't single them out like that. According to scaling they are and it isn't abuse....

Massively Hypersonic for all the characters and at least Massively Hypersonic for god tiers characters is ok, Mature and Vice (These two can keep up with Iori Yagami without problems) are members of the Hakkesshu, a powerful clan, which rivaled Kyo-Iori and Chizuru clans thanks to their Orochi heritage (All the members are faster than massively hypersonic low tier characters by proxy)

Kim is more than a low-tier, and Bao only countered the Zero Cannon, it isn't a speed feat.

Well technically everyone is Low 7-B from scaling to Bao. But I don't remember much of the history of KoF like Dark does so I'll take his word for Kim being a low tier.
