With Luigi's downgrade, I changed this from all of GT to just O-Shenron.

Even if that's the case omega shenrons ki blasts should still have far more range then luigis power ups if his range is only limited to several dozen meters.

His profile is stated that his range is galactic, also his regen is mid-high. And he was able to curbstomp both vegeta anf goku without much effort.

it's stated in the manga, therefore it's canon to how the powerscaling works. If it was an outlier, than frieza wouldn't have dodged all of vegeta's hits easily, or ssj goku wouldn't have dodged frieza's hits, or cell with vegeta, and beerus with goku.

Range is the distance a character abilities reach. It's clearly defined as such in the range page vsbattles.wikia.com/wiki/Range For you to claim that the distance the beam travels doesn't actually mean the range of his attacks doesn't make sense. Omega Shen HAS combat skill since he matched GT Goku.
Luigi does deppend on Warp Starts to move around, but if he doesn`t have a luma everywhere waiting for him, then Omega should eventually tag him down.

Matching an opponent much weaker than you isn't a combat skill feat for Omega, it's a combat skill feat for Goku (which is rare honestly). It's actually a combat skill FAIL for O Shenron.Mario23429 said:
