You'd need a scan from the interior of the issue, not just the cover. It was fairly standard practice back then for covers to have nonsensical images unrelated to what was in the actual issue.

Yeah he doesn't have that power in the comic, that's the issue in which he fires the mini superman from his hand that sacrifices itself for him.
