Well I've procrastinated enough on this. Gotta move forward.
A couple editing and additions to Sonic OVA and Sonic's Promotional Comic.
Firstly, Promotional Comic.
Requesting the Sonic Bible Draft 2 is used to fill in the gaps of the Promotional Comic. The Draft was made as rule and law for the Sonic franchise in the Western world. While not usable for other continuities like Adventures of Sonic the hedgehog nor SaTAM and beyond, it should be usable for the Promotional Comic, in which the Promotional Comic was promoting for the West's Sonic 1.
Egg Mobile (Promotional Comic)
Name changing the Egg Mobile (Promotional Comic) to the Western's naming; Egg-O-Matic, based on the Sonic Bible. The Sonic Bible was Western's earlier take on Sonic's lore right around Sonic 1's development that the Promotional Comic is based on.
Ability addition: Space Flight.
The Sonic Bible refers to the Egg-O-Matic as a spacecraft, thus, not limited by the planet's atmosphere.
Dr. Robotnik (Promotional Comic)
Aside from the name changes and Spaceflight, Dr. Robotnik should have Poison Manipulation with Prep by dumping Toxic Waste.
Possibly Infinite Stamina for Dr. Robotnik's Badniks, as described in the Sonic Bible they run on Limitless energy. Possibly, because it wasn't stated what power source they have but it was stated as a rule for all Western media to follow.
Sonic the Hedgehog (Promotional Comic)
Resistance to Intense Heat (Sonic's shoes was made to not be burned by the intense speed caused by Sonic's speed, meaning Sonic himself resists heat just fine)
Discussion
Now, this next part is now in need of some discussion. There's not much to go after in the Promotional Comic source material or the "Bible Draft" to point one way or another, other than the name and the robots it gives Dr. Robotnik.
Badnik Transforming Machine
A machine used to create Badniks.
Option 1: Use Japanese canon on Western canon, and state Dr. Robotnik was using the Life Force of the Critters to fuel his robots.
Pros: Its the canon the Games, especially the Japanese source material, mainly follow. Sonic breaks robots apart and Critters come out.
Cons: Western Media were making up their own lore in the 90s, so using the Japanese canon for the Promotional Comic profiles would be disingenuous.
Option 2: Dr. Robotnik was actually transmuting Critters into Badniks, transforming them into Robots.
Pros: The Western lore would spawn the Roboticizer, a machine that transform Organic Tissue into Machines/Robots.
Cons: Sonic would gain the ability to passively de-transmutation via contact, as he attacks Badniks, reverting them back into Critters. This isn't hinted at with words but actions.
Either way, the abilities will only have a "possibly" rating and the Badnik Transforming Machine would go into Optional Equipment under Prep for Dr. Robotnik.

The Sonic Bible does refer to the Critters getting transformed into robots, pointing more to Option 2.

Remove the Badniks from his profile, making them into their own page, and add Metal Robotnik as Optional Equipment, as Metal Robotnik is the mech Dr. Robotnik uses in the OVA.
