A pretty simple upgrade.
Robert's most famous feat is one shotting Rhaegar Targaryen with his war hammer despite Rhaegar wearing a breastplate.
I made a calculation of the feat with the help of ChatGPT so if a mod approves it Robert can be upgraded to Street level+.

As far as I know this upgrade applies only to Robert since he is the only character we know that uses such a heavy war hammer. There may be stronger characters like Gregor Clegane but none of them use a war hammer like Robert's so this calc doesn't apply to them.
