A Song of Ice and Fire: Powerscaling Revisions

This revision is a global downgrade (or almost).
Most ASOIAF characters are 9-C through powerscaling, and this is a problem because I find that some scaling are not fine for few reasons:

- Some characters are 9-C only because they are described as great warriors or because they killed other great warriors who themselves have no 9-C feats, but this is just 10-A. You don't necessarily have to be 9-C to be a skilled warrior.
Characters concerned: Oberyn Martell, Syrio Forel, Jorah Mormont, Drogo, Aegon I Targaryen, Daemon Blackfyre, Aemon Dragonknight, Bloodraven, Daemon Targaryen, Belwas, Tywin Lannister and Coldhands.

- Some characters are 9-C because they have faced or even beaten characters with feats of this level. This scaling is not always valid because the gap between 10-A and 9-C is not huge, and a 10-A character can downscaling with a 9-C character, and in the case of ASOIAF some characters use shields in combat, which helps a lot to protect from damage.
Characters concerned: Loras Tyrell, Rhaegar Targaryen, Barristan Selmy, Jaehaerys Targaryen. This also affects characters that are 9C because they scale to those characters (Garlan Tyrell)

- Some characters are 9-C even though they faced characters who were restricted or couldn't be at full strength due to another factor.
Characters concerned: Jon Snow (Qhorin Halfhand held back during this fight), Beric Dondarrion and Thoros (Both used fire on their swords during their battles against the Hound, a character who has a phobia of fire. Also, Beric's flaming sword bothered the Hound because his face was close to the flames, and against Thoros it was a mounted melee and the flames scared the horses), Eddard Stark (With a scaling with Arthur Dayne, but the fight was a 7 vs 3 and nothing is known about the fight details). This also affects characters that are 9C because they scale to those characters (Robb Stark, Theon Greyjoy, Ramsay Bolton and Bronn)

Stannis Baratheon and Euron Greyjoy are 9-C because they trained with their brothers (Robert Baratheon and Victarion Greyjoy), so it falls into the second and third category.

All of these characters should be downgraded to 10-A, except Gregor and Sandor Clegane, Brienne Tarth, Arthur Dayne, Jaime Lannister, Victarion Greyjoy, Maelys Blackfyre, Maegor Targaryen, Duncan The Tall (Duncan's current justification is not 9-C but he does have a feat of this level) and possibly Mance Rayder (Mance's current justification is not 9-C too, but his fight against Jon Snow may suggest that he is Street level) which should remain at 9-C.
Belwas' durability should stay at 9-C since he has a feat at this level.
 
Sorry, not the most knowledgeable about ASOIAF, but how does Mance stay 9-C from Jon Snow if Jon is going to be downgraded? Is it from an absolute stomp?

Possibly for this:
Rattleshirt took a step backwards and met the charge with a two-handed slash. If Jon had not interposed his shield, it might have staved his breastplate in and broken half his ribs. The force of the blow staggered him for a moment and sent a solid jolt up his arm. He hits harder than I would have thought.
