Why doesnt Madara and Kaguya have sleep manipulation via infinite tsukuyomi?
The Infinite Tsukuyomi is a genjutsu that traps the entire world in an illusion, enslaving them in a dream.
Sure genjutsu works on only people who has chakra, but Kaguya used Infinite tsukuyomi on people before they had chakra.
