SHuman Gorath and the Cancerverse

It is said that SHuman Gorath's Cancerverse exists outside of the Marvel Multiverse; he can cause chaos and destruction to other universes simply by existing and being present.

My question is, does he exist outside of the jurisdiction of the Living Tribunal? I know The Beyonder existed outside of the multiverse as well, and was never certain on how the Cancerverse compares.

Was SHuman's world outside of the 97% of destruction that Chaos King had caused in the Marvel Multiverse?

I think that it is still a part of the Marvel multiverse under the LT's jurisdiction, yes.

I do not know if it was destroyed by the Chaos King or not.
