Shouldn't Dio be higher than Just Building Level?

With FTL and Diamond Busting Punches shouldn't Dio be higher than just plain ol building level? Of course the other JJBA time stoppers would desrve the rescale as well. I just see it as illogical for SOS Toriko is stonger than EOS Dio Brando, or even close to being the same level as each other. Truthfully. I don't fully understand why Dio was bumpped down SO low after the damage racking was taken away from his kit, but even if he isn't at the Continent level that he once was he should at least be higher than 8-C.

This has been discussed in depth before. Until there is a reliable calc or something else to put Dio at higher than Building level, he will remain there.
