Should toon force allow Bugs Bunny to reach past tier 1-A/0?

we've all seen people wank Bugs Bunny, who is stated to only be tier 5 here, all the way past tier 1-A/0 due to toon force arguably surpassing omnipotence, especially since Bugs Bunny became the writer, thus having complete control over his universe. Due to the special laws of toon force, it is entirely plausible even high tier 2/1 beings may lose to Bugs' hax. What do you think?

His range is probulay on Low 2-C so he's not defeating an omnipotent toon force has never been shown to work outside the universe
