Even given shirou's Hrunting, nine lives blade works, etc? it's listed as higher than mountain. IMO it's all a battle of who hits first.

idk maybe if shirou can fire off an extremely powerful np without 2b seeing from extremely long distance away but he'd be destroyed in cqc, he'd need to play the game of keep away and pre-chant ubw until the last verse and even with ubw its no garanteed win. 2b is most def fast and powerful enough shrug off alot of the np within it perhaps not all def not excalibur but that would be a last resort as will drain of all of his mana reserves and end up killing himself needlessly and while hes self destructive it only really comes up if someone he cares about or some random person is in danger if not he'll just take the L and live to fight another day.
