I’m saying she’s not an Otsutsuki God, and since we know it would take way more than Earth to become one, Shibai would be above anything that can be done via just Earth and its inhabitants chakra.

Evolution would require a physical change rather than stat upgrades which occur via extra chakra, we have seen what evolution looks like and kaguya possesses none of that, this change is drastically superior

The goal of all Otsutsuki is to ascend to Godhood, it would require some serious evidence that Kaguya is the outlier to that. And it would require even more evidence that a single chakra fruit is enough to make up the gap from Kaguya going from a pretty low or middle class Otsutsuki (judging by the murals, she was of a comparable position to Momoshiki before betraying Isshiki) to beyond a God. Why would Earth account for thousands of years of chakra fruits?

Shbai is quite obviously beyond Kaguya, in my view.
