Seraphimon can use it in the games, but since the anime is considered the main canon then I suppose you'd be right.

I'm with Dark in that I'm on the fence. Beerus is undoubtably a better close combatant, but Seraphimon isn't too shabby in that sector, not to mention the fact that he has a greater variety of ranged attacks to use.

I wanna say that Seraphimon is a bit stronger than the Royal Knights, all of whom scale to Megidramon and ChaosGallantmon. ChaosGallantmon scales to ExoGrimmon who could collapse a Universe and Megidramon could do just that.

Edit:

Seraphimon also scales to his fellow Great Angel Cherubimon who could make the entire universe descend into Chaos in his Vice mode IIRC.

If you're talking about how many universes can he destroy, I'm pretty sure that he would be high 3-A or low 2-C if beelzemon can destroy more than one universe.

Nah, they're (probably) not Low 2-C. though Beelzemon is stronger a ton of other Universal characters, and I guess Seraphimon could scale to him? I think the Angels are in the same league as the Demon Lords but I may be mistaken.

I am going with Beerus for now. Not sure if his energy nullification comes into play, but for what I've seen from both, he seems to be the better fighter. So unless I see something that puts Sereph a solid level above him, I will go with Beerus.
