Not at all. Sephiroth is heavily implied to be holding back in the finale, as he clowns on cloud in a 1 v 1, and can one shot the part with divine proclamation. He also killed barret effortlessly earlier in the game, and outright tells cloud he refuses to kill, him as we wants him to join forces.
