I know I technically have a tourney running but that was mostly stomps (like this will be.) this is more of a bonus.

If they are significantly weaker then the entry on the list, but from the same verse, then it is allowed. So for example most Champion Digimon are allowed just not Devimon tier ones.

Yep, Daemon is broken to a shounen character, only Zeref is more broken than him in the Battle Shounen animes i know.
