Very positive that Selvaria wouldn't run into a bullet just for the heck of it, unless she can be sure that it's harmless.
Either way her Instinctive Reaction (if she even has them) aren't something that she uses in combat.
Also because Ice Dust is blue-ish and she hates that color because it reminds her of the time she spent in the research facility

Like, Selvaria hates ragnaid, which has a blue color and goes as far as avoiding carrying medikits because they contain ragnaid. She doesn't smash blue stuff like a bull does with red things.
She wouldn't run into an attack like Weiss' Dust bullets anyway because they are obviously not normal bullets and she isn't willing to run into attacks that are potentially dangerous.
She sliced the Edelweiss' projectile because it was harmless but she wasn't toying around with Alicia

At this point probably inconclusive.
Selvaria now has Low-Mid regen which gives her quite a bit of extra survivability, is smarter, has better range, Weiss still has the speed (Well while amped. Selvaria is >>> Mach 5 and she is Mach 6) and AP advantage but neither is to a stompish degree.
Versatilty helps a lot but she needs to get in range to use Dust, which isn't easy when your opponent can keep spamming attacks from afar (Also because Selvaria's energy beams are >>>>>>>>> Selvaria herself in speed, so dodging them isn't that easy either)

I'm leaning Selvaria at the moment.
Her movement speed is higher than you think, as she was able to flash step (disappears completely from view) in her fight against Imca (VC3). This should help her control the distance that the fight happens at.
Selvaria should be able to sweep the field with a beam from her lance as both her Anime counterpart and the noticeably inferior Valkyria Riela were capable of doing that (https://youtu.be/do9wU0DW7s4?t=267).
Can Weiss easily dodge something that can wipe out tank battalions with ease?
Presumably we are using the last known version of Selvaria, namely the Imca vs Selvaria fight one. This later version of Selvaria fights way more intelligently than she did at Naggiar, avoids making major mistakes (like making full swings at an opponent who is faster than you or choosing to block Alicia's telegraphed attack instead of sidestepping out of the way), and actually uses her speed advantage to score a knockout blow.
I expect it her to be more cautious against an unknown foe like Weiss.
Weiss got KOed by a Black Fang leader wielding a Chainsaw (albeit in a train car with limited maneuvering room). Selvaria should be able to manage that kind of power with ease.
Weiss also has to manage her limited ammo as well, which Selvaria doesn't have to worry about. Selvaria has a better chance in a battle of attrition.

Weiss is faster than her by a decent margin, Sel is only mach 5, weiss is mach 8 and mach 23 with dime dilation.
Yes, she can actually, she can also block it with a glyph shield, forcefield, or ice barrier. weiss also has a laser like that and it freezes things on contact.

Looks like we are getting nowhere here, so this is seems to be inconclusive. It was fun reading this discussion though.
Maybe you could pit Weiss against the new Valkyria from VC4 in the future, as they both have a winter motif going for them. At least it would make more sense thematically than pitting her against company wrecking (bare minimum) Selvaria.
