You can somewhat argue danmaku, speed amps and such, but raw AP hardly gets you far against hax.
Aoe mindhax is an exemple. Or he can jojo pose and paralyze Rayquaza's body and mind. Or summon a hound of tindalos and make Rayquaza fight something that destroys it's sanity and doesn't exist.
He can also keep up with speed amps by using his own, and can tell Rayquaza's resistances at will.

Mind Crush: Damages he enemies mind with power depending on the mana used. It can completely desttroy the mind, or just leave them dazed for a few days.
Mind Manipulation: The equivalent of hypnosis. Unknown how it is applied.

In all seriousness, this is a Link vs Cloud situation. He may have one or two ways to win, but unless he actively leads with them 100% of the time, he's not lasting long enough to get them off.

Rayquaza can just extreme speed him before he does that.

Han see's Rayquaza comi g and uses the long forgot technique of dodging. Which is made that much easier by teleportation and pocket dimension hopping (he persobally didn't do the latter, but he plain states that it's a standard tactic, and he never neaded to use it).
And Han can time dilatate rayquaza back, being just as fast.
Like, he looks at an enemy's resistances and uses them accordingly. The only thing that would give a possible win to Ray here would be using extreme speed the second the battle starts, but I very much doubt he'd use that out of his whole arsenal.

He can attack, and mindhaxes. Or alternatively, summons a hound of tindalos and sits back while Rayquaza tries to kill an imaginary monster that rips apart it's sanity instead of it's body.

Again, Rayquaza hits him. He doesn't know the statistical difference and gets hit. Furthermore, Han isn't some Reinhard type dude with 20 different ways to ignore durability. He has a couple, and zero ways to survive an attack from Rayquaza.

Edit: Also, Han never lets people hit him, even if they are equal to him, unless e has a good reason to. He just flies away and fights as safe as possible.
