The reason being bill is low 2-C in base and 682 is High 8-C in base, up to 4-B with absorbtion.

The Leviathan is high 1-C and bill is at most high 1-C.

Besides, the leviathan would most likely win due to being literally banned from death, though that mostly applies to his non 1-C version but the point still stands.
