Would being Omnipresent across time fit that? Not confirmed, but its still a possibility.
Although I don't know if making 3999 insane would get Pennywise a win, unless Pennywise can control the outcome of his passive madness hax. 3999, as a reality warper, changes the world to fit its perspective, so making it go mad would just cause it to start haphazardly warping and plot maniping.
