So..... there is this tale, which has very interesting feats / additions for SCP-1440 and... some others SCPs but let's focus of 1440:

These were the seven that would destroy the king. The little bastard Empress in her veil, her head swollen and her tongue mute. Harker, the man who shattered the dreamtime with a single strike. The Exile, who long ago cheated the Brothers Three. A'habbat the Unbroken, seventh Bride no longer. The apostate Fawn astride the Saturnian Stag. Set, third son of Adam. Isabel the Maker of Wonders.

Seven spears pierced the Scarlet King.
One pierced his right eye - this was Harker's spear.

One pierced his left eye anew ― this was the Fawn's spear.

One pierced his liver ― this was Set's spear.

One pierced his hands ― this was the Exile's spear.

One pierced his feet ― this was the Empress' spear.

One pierced his heart ― this was A'habbat's spear.

The last was driven down through his skull ― this was Isabel's spear.

The Brothers Three thus came to claim the King, as had been their right since the beginning. His body was cast into the Abyss, and Death hung over the waters.

  • SCP-1440 (Refered as "The Exiled" in the lines above) is one of the Seven Beings who will kill the Scarlet King, using his Seven Spears, and they actually suceed in killing him, as seen in the second line

For reference:

Many gods fell to the service of the King: The grinding machinery of the Factory, who consumed all, leant its mindless strength in blood and steel. The King on the Gallows, He Who Was Hung, tore at the Tree's knowledge from withi. The Prince of Many Faces warped the wills of mortals, and Moloch the Horned One brought forth their shame. Many more whose names have been erased also served. The King's many mortal servants recreated the establishment of his line in living effigy.

  • The Scarlet King is powerful enough to make beings such as The Hanged King fall to his service

The seven brides sealed forever, the legions of their children spread out, and added their strength to the war. Worlds that had resisted the dark gods of the King fell under the weight of ceaseless assault. The roots of the tree rotted, festered with the King's spawn. The Ways became treacherous and poisoned, to where travel could only be made by the blessed, the brave, and the mad. The King's realm grew fat with damned souls, and the Places of Rest waned in strength: Few souls managed to escape that fate, but even in death many still fought.

  • The Spawns of the Scarlet King are able to cause damage to the roots of the Tree of Knowledge, which seems to be the multiverse itself, as The Library, which is stated to be "The Core of The Tree", was also said to be the center of the multiverse in this tale and by WoG

Given all of the evidence above, i think 1440 should be:

Unknow, potentially Low 7-C, potentially higher. High 1-C with The Fourth Spear

...Ive actually been meaning to add this for some time, i just never got around to adding it. He'd also be High 1-C with the sack of the All-Death from Thrice

Yal comes fromt the fact that Ion with only a portion of Yaldabaoth's power was able to regenerate from just a disembodied spirit, and Mekhane is implied to be able to do the same on top of being able to separate spirit from body at will and haveing SCP 2660, which is just a small portion of itself, being able to regenerate information that is altered or deleted about itself

Also, i found this in the article about the Spears that you mentioned

"That both of these thaumaturgic devices failed indicates that the artifacts possess or are vehicles for an extremely powerful force known as an Onus or Weird among practitioners. You may translate this as 'personal reality,' 'force of will,' or 'destiny.' They over-rode the stabilized local timeline with their own, effectively defining normalcy within the area of effect- overriding local causality and reversing narrative inertia. The amount of power necessary to achieve this end would have been staggering."

So... Time Manipulation / Causality Manipulation to the Spears?
