In that case

SCP-096 scales upwards to destroying materials and being totally unharmed by 9-B attacks, meaning Specimen can actually deal considerable damage

At peak their regen is the same with 096 having the advantage of Immortality of a sort. Both seem to be base in their AP so...

Overall I'd hand it to 096. Protag has very little going on for them without that Non-Corporeal stuff, and 096 has at least the immortality to keep fighting despite being wounded. I'd argue Protag's regen is a lot faster, and being able to handle oneself in combat aside from being a mindless husk is indeed something, but 096 isn't going to sit down and take it so...

For now my vote goes 096.
