"Concept of dimension" taken at face value would be Tier 0 (as high as it can be), since Tier 0 is just a higher inaccessible cardinal (probably Mahlo) compared to High 1-A. Thats why it says NLF there.
Thus, statements like that only work depending on the number of dimensions the verse mentions.

This arguably is quite a very controversial topic here. A large number of users have tried to propose the idea that transcending the conceptuality of space and time is a 1-A feat, or even stupidly higher than that; although, it doesn't seem that the majority of the CRT's were actually accepted, so, I believe for now the standard of this wiki generally doesn't allow you of such a feat.

Transcending the concepts of Space and Time does not give 1-A in all contexts. But in a context where the cosmology of 1-A scales across the scale of space and time, transcending the concepts of Space and Time across the entire level of reality can give you 1-A.
But it is usually not taken within this system. It is very rare and has the possibility that it can be taken in powerful contexts.
