To which tier pocket dimensions could scale at most?

I know they are really often used for 4-B - 4-A upscales, but can they be Universal+? Can they be Complex Multiversal? Can they be Outerversal or even High Outerversal+? If so, which requirements for them to scale to each of that tier

I had suspicion that there was some upper limit, since 1-A tiers transcend space, time and dimensionality, so it (might be) unable to be used as a pocket dimension

And also I started to see some Naruto glazers, who scale Kaguya to multiversal or higher due to databooks statements or something. I thought she wasn't, since those dimensions are used as pocket realms/realities and vsbw have some upper limit for that

Basically I thought that pocket dimension can't be higher than Galaxy level due to visual limitations (we have no idea how universes, let alone higher dimensional ones would look like)

A "pocket dimension" can technically be any tier except maybe Tier 0
