They don't know each other abilities and are in character. Garou can learn Sanji's moves of course.

Round 1: Sanji pre-TS (TB arc) vs Garou (post Watchdog Man battle); Sanji activates DJ immediately.

Round 2: Sanji post-TS (WCI arc) vs Garou (Half Monster form)

Round 3: Just like Round 2 but Speed is equal!

What was Garou's High 7-C AP?

Anyway, Garou'd rekt Pre-TS Sanji legs down. Everything Sanji can do sans the Diable Jambe Garou can as well.

Post-TS Sanji heavily blitzes in round 2 and he's not only stronger but able to amp himself so adding Precognition that makes an easy win for Sanji even if Garou's more skilled since he's faster.

I guess Garou would take Round 3 if speed is equal. Same reasons as Round 1, considering Garou could eventually become faster than Sanji and overcome his Haki. Granted, it wouldn't happen soon considering Sanji scales above feats 4x stronger than those of Garou scales from.

I think Garou's High 7-C stat is around baseline, I don't really know. I think Garou for his 7-A key is probably around 203 MT given he fought Overgrown Rover. The One Punch Man scaling is not display clearly in their calculation section and is very messy and outdated.

Don't forget that Sanji has Accelerated Development for his physical stats and would likely be able to grow stronger, probably not as fast as Garou but still.

Haki user also have Accelerated Development. If Sanji gets push hard with his Observation Haki against a strong foe like Garou, he could developed it further to keep up

It seems Human Garou easily defeated TTM, who he considered to be as strong as Post-G4 Genos, who in turn can casually defeat Hydrated DSK, who is stronger than his base form by a decent amount, and his base form scales to 2.216371977e+14 Joules.
