Seeing as how Brock's Mega Steelix was able to tank a full power fire Z-Move, he'd be able to tank a few of Sanji's fire based attacks. Plus with Steelix being able to buff itself then freeze Sanji to land a few more hits, I'd give this to Brock and Mega Steelix.
