Sandman can fly which gives him a fairly good lead starting the match. However, from what I recall he can't attack in this state. Sandman's elemental intangibility might just give him this match. His sheer versatility in having Weapon Creation added with his intangibility probably makes him win. However, Clayface has absorption, which might be a problem. Clayface also has durability negation, but Sandy here can create weapons to, if not prevent that result, delay it. I would've just voted for Sandy here. But what makes this a stomp match is that Sandy can one shot. Sandy also has higher lifting strength, too. Like, if someone had the powers of Clayface but Sandman's AP, this could be a cool match. But because Sandy AP stomps, this isn't a good matchup. Kinda sad we have to throw such good ideas into the trash because of actual scaling.
 
I dont know id it's that easy to one shot such a malleable being as Clayface, but I get where you're coming from.
 
I remember one comic where Clayface discovered Wonder Woman's origin as sand given life by the Greek Gods, and he managed to temporarily absorb her to gain her powers. If he could do that to Wonder Woman, I'm pretty sure he could handle Sandman. BUT, i'm pretty sure that was a Post-Crisis story, not Post-Flashpoint sadly. :,(

As it stands, Sandman does seem to have a clear statistics advantage, and a bit more versitile in his power's application.
