Clouds have always been quantifiable.

Also, it is consistent with other samsho feats.

Changing colour or creating darkness are not quantifiable feats in terms of required energy.

For example, this one that i just found. The main boss created a thunderstorm that "spread all over the world" in Samsho 2.

And the main boss is referenced and confirmed canon by KOF 14, which is also canon.

I disagree both Shizuka'w and Mizuki's feats are clear cut tier 6. But the lack of english speaking support for SNK verses is to blame.
