Well, this would be very situational based on what books Ungalo had stolen. The library in the Scarlet Devil Mansion does have some books from the Outside World (or our world) so it would be plausible for Ungalo to have some books from the real world and/or his world (being that the JJBA takes place in the real world), again this battle is just dependant on whether Ungalo grabbed the right books for the job, if he does then he wins, if he doesn't then he loses.

Maybe, it depends on which fictional character that Ungalo can summon, so in my opinion Ungalo wins by summoning a character that could beat Sakuya, or maybe Sakuya if Ungalo doesn't have enough time.
