Well he did nearly reach the speed of light just because he wanted to see the back of his head on a mirror really bad

This key could probably chop his head off with WICF in a moment. But since he's starting asleep and hasn't used WSRSF and WICF Saitama might not get clapped so soon. (He did use Pressure points to incapacitate Pri Pri Prisoner tho)

I vote saitama to be honest. I don't skill is enough since saitama himself is pretty skilled to kill a (A tier I believe) monster with his pure skill. I also believe his AD and speed amp will give him the edge here even if its close. Saitama for this reason

If it was awake Garou he could kill Saitama pretty quick by chopping his head off with WICF.
This sleeping Garou doesn't use WSRSF or WICF, so Saitama could have a real chance here. If Garou can no longer chop off his head by the time he wakes up then Saitama probably already won.
