No it's not, because nothing directly implies that Cinder in base is comparable to the rest of Salem's group (In fact, she only appeared in Vol. 3 and Tyrian, Hazel and etc. never appeared in there).

Are all scaled to half Maiden Cinder since Glynda was able to block a single attack from her?
Actually Lionheart is 7-B from scaling to Qrow, while Hazel is the same.
The funny thing is that Ruby has the same feat. In Volume 2 where she blocked Cinder's attack while she also partially got hurt by one of Cinder's attack. Yet Ruby doesn't scale.
Everyone 7-B that's not a Maiden scales from Glynda blocking one 7-B attack but no one says PIS to that.

In all seriousness though, the changes are fine, though they should all be 'At least High 8-C' with Adam being 'At least High 8-C, Higher with his Semblance' with the reasoning that his power increases proportional to the amount of energy he absorbed from his opponent.

I think Adam is the strongest High 8-C. Mecury is High 8-C for casually defeating Yatsuhashi, Cinder is superior to him and Emerald, and Adam is superior to Cinder.
I think Neo is around Mercury and Emerald's level.
Cinder was able to keep Roman in check with her power, that implies that Base Cinder>Neo. If Neo could beat Base Cinder then Roman wouldn't have feared her.
