So basically this applies to turn-based RPG characters and some other notable characters

...what do we exactly do for characters like this with their opening moves?

Do we just assume they throw out a completely random move? Do we victorylust them? Idk.
 
Unless they have some canonical in-character feat that they do, like say, Exdeath using the void, or Gilgamesh trying to amp himself to catch his foes off guard, it's safe to say that it's a coin toss for whatever they do.
 
The intelligence is also often taken into account, if high enought, normally the leading moves should be something competent.
 
Along with their canonical in-characters, intelligence should be taken in to account. Most of the time, RPG-characters, generally become incredibly intelligent where they can a skilled leader, detective, tactician, and adventurer that can create a wide variety of objects out of strange and foreign materials and ingredients without training in doing so, combat expert who is quick to learn and apply new combat information, as shown case of characters like The Arise and The Player (Minecraft).

It would safe to assume there would they would their best skills to the best of their abilities.
 
This is more of a personal thing, but I always assumed that the way the game leads or encourages the player to play is more or less the way the character themselves fight and strategize. Not only in RPGs but in general. Kinda like how Link or Megaman take advantage of weaknesses, exploit weakpoints is taken as them being good at analyzing and strategizing, RPGs where the game is about complex setups, elaborate strategies, pragmatic moves, good deduction and know how to approach effectively enemies for the player, translates as the character themselves being great tacticians.

Unless, of course, the story itself meakes it clear the characters are dumb fighters.
