As far as I'm aware of, over the course of the franchise (mainly DiU, The Book, and Thus Spoke Rohan Kishbe), Rohan's ability has gotten a bit stronger in accessability.

First, he had to show a manuscript.

Then, he did like a pseudo-light drawing (visually at least... I doesn't involve light drawing).

Then, he can just touch people.

Finally, by the end of Thus Spoke, he just points gg no re.

What happens kinda depends where he is in the timeline.

Interestingly enough, heaven's Door might be one of the few only Stands that has been buffed over time (whether because of development or just retcons) instead of his ability getting nerfed.

I think it's because Araki doesn't like to make Rohan fight characters that are combat focused, but rather have some sort of gimmick that makes Rohan's Stand not that useful most of the time, and he has then to figure out how to get over such a situation.

Then he made Heaven's Door more powerful over time to have more freedom with the scenarios Rohan is in.

Now if people on this wiki started to put Rohan against characters who have abilities who could make the battle more interesting, or at least not the same damn boring "lol one-shot" battles, then maybe stomp matches wouldn't be as much of a problem.

Araki barely even cares about Stand stats unless they are painfully unsubtle.

And the fact that HD changes throughout the series and various moments, even short amounts of times tells you something.

Everything you said is right.

But really, I would actually love matches where the enemy doesn't just get lol oneshotted and actual debates can happen than just "Lol Rohan points"

This is basically the new Thunder McQueen and Lucius, except Thunder was only slightly annoying and still made for some clever gimmicks in fights.
