Given from all of the abilities listed on Chaos' profile and the abilities blacklisted in the op, I might just say the Robloxian takes this.

All it would require is for the Robloxian to pull chaos closer to him with the move tool and turn him into a frog with WotAI: Frog Transformer and blow him up with something like a darksteel katana, or just BFR him with Azure Dragon's Magic Slayer.

If that hax isn't being allowed, then the Robloxian's ranged attacks would be able to deal catastrophic damage to Perfect Chaos' brain anyway. Most of the ranged weapons can pass through objects freely (Whilst dealing damage to them as they make contact with them) while hitting them multiple times. Weapons such as the EGSaS would be able to do said task fairly easily, as it can create a huge volley of golden while levitating the user, alongside the Teapot Turret, which can create volleys of explosions that deal massive damage and can be repeatedly created.
