Did you read touma's profile? he only has high 1-c durability cause imagine breaker can cancel spiritual attacks not physical attacks. One punch is enough this is a stomp.

OK, an honest question then - how can he use this one specific thing and nothing else?
Um, IB worked on time shenenigans in NT9. And also in Index PSP game. And kind of did it again in NT17.
Direct targeting also can get nulled by touching nearest point (as long as it doesn't instantly vaporize or something to that effect) or potentially can even be selectively interrupted without touch (as seen in NT3). As for touching spiritual beings... erm, the only examples I can name out of the back of my head would be Archangel Gabriel, that probably doesn't count here, and Virtualoids in crossover.
Also, for me it's pretty hard to imagine Touma touching Rimuru for much, much, much simpler reason - forty year old virgin can, you know, fly. And with Predator likely popping up an error after trying to analyze IB, getting out of reach is the first and most obvious move.
It fails. Misha did exactly the same thing in OT4 and it was nulled.
