Uh, not to bust anyone's bubble, but Rias isn't supposed to be High 8-C. It comes from Akeno's maximum output that sapped her strength and she couldn't use more than once. So, I wanna change her to "At least Wall level, Large Building level" with her maximum output or something like that.
Rias should actually scale to Riser. When they were flaring their power, they were said to be comparable to each other. But Riser's Unknown.

The first part is for base. The second part is for Crimson Extinct Dragonar.

She doesn't do so in character, and the soul hax hasn't been hinted to be combat applicable. Aside from damaging the souls of evil dragons.
