Request for Discussion: Rule for a Guideline regarding major revisions overlaping minor revisions

Introduction

Recently, I've seen that there are major revisions (e.g. character profile rework) which completely overlap minor revisions. For example:

https://vsbattles.com/threads/the-owl-house-luzs-profile.158659, a major revision which completely overlaps https://vsbattles.com/threads/luz-noceda-intelligence-revision.157291, and the same part of the proposal is that Luz's intelligence is suggested as Gifted.

https://vsbattles.com/threads/welcome-to-pagemageddon-bill-cipher-rework.158423, a major revision which overlaps https://vsbattles.com/threads/bill-ciphers-intelligence.158092 and https://vsbattles.com/threads/bill-cipher-ability-addition.158344

As it could potentially cause some confusion, I request for discussion for potential guideline for the situation.

My Proposal
If a major CRT has contents which overlaps an ongoing minor CRT, then the links to both CRTs should be provided in the replies of said CRTs. If the major CRT's overlapping part conflicts with the minor CRT, such part of CRT should be better discussed in the minor CRT first.

Brotha I am not involved with Shion's 1st CRT for Bill, I made the CRT only to estabilish the stuff that wasn't evalutated properly from the staff there.

This CRT is not about a specific CRT. It is a RfC for a general guideline.
