The only thing I think could allow Reptile to win is DIO's confidence, but he'll go all out once he realises Repitle has similar time shenanigans.

So,

Dio can take this if he can close distance and touch Reptile, activating his flash freeze, however he'll have a very hard time doing this. Reptile has AoE poison and homing acid attacks that will seriously mess Dio up, and the timeslow/enhanced senses boost will make it hard for Dio to land a hit if he does get close. Dio is also very limited at a range with his Stingey Eyes, which Reptile should be able to dodge pretty easy tbh. His best asset is regen, which might let him close distance without getting killed, but the poison/acid would probably incap him and later dissolve him before he can do meaningful damage.

Reptile takes this Mid-High diff due to Dio's regen, but I don't see Dio getting close enough to Flash Freeze reliably.

High Mid regen isn't going to do much against acid which Reptile always uses. Besides, Part 1 Dio is just a fodder vampire in the eyes of a Pillar Man which uses acid to absorb its prey. Reptile FRA
